Meeting Summary
May 11, 2009

1. Workgroup Reports
• Case Management – Dave reported that the Case Management Pilot contract has been signed and that the training for case managers is starting. Collateral outreach materials are not yet available pending approval of the HSSC. A website is under construction that will help drive potential clients to correct agency in their county. LSSDR is currently training with DETCOG in Beaumont on the pilot.
• Repair & Rebuild – Jennifer Posten reported on behalf of Amanda that Last week’s work group approved 17 cases for an approximately $140,000.00.
• Volunteer Mgmt – Jennifer Posten reported on behalf of Carrie that they have received a request from a NCI case manager for chain work at 23 homes. Eddie Hilliard offered to provide assistance in this need for specially skilled volunteers. Volunteer Houston also presented at the Case Management meeting about the process to access volunteers and posting volunteer opportunities.
• Spiritual & Mental Health Care – Saliha report about the MH presentation given at last week’s Case management meeting and the process for case managers to access the disaster mental health providers
• Saliha also informed the committee that she would be leaving Houston shortly to pursue a new opportunity in New York. We wish Saliha the best of luck and we will miss you dearly!
• Donations and Warehousing – Linda Walker was unable to attend due to a prior commitment

2. Repair and Rebuild Transition
• Reported on by Jennifer Posten on behalf of Amanda & Carol
• The current process of reviewing cases is prohibitively time-consuming and is not sustainable and the quality of review is dependent on the expertise of those present at the meetings
• A higher level of oversight is needed to ensure that the repairs are complete and meet the LTRC standard of safe, sanitary and secure
• The RR workgroup would like to propose contracting with a RR coordinator
• Review funding requests for home repair projects for compliance with Repair and Rebuild policies and make recommendations regarding which projects should be approved
• Conduct site visits to new repair and rebuild agencies to ensure their home repair and case management programs meet the GHLTRC standards for home repair and case management (if applicable).
• Visit a sample of repair projects at the beginning of repair work and after work has been completed
• Going forward, only case presentations from case management agencies wishing to have a repair and rebuild agency pick up their case will be heard in the weekly repair and rebuild meeting. The second hour of one meeting per month will be a business meeting for the RR organizations to discuss issues related to operating policies and procedures and to problem solve challenges they are facing.
• The Repair and Rebuild Coordinator will be Stephen Lobo, who LISC is currently using as a consultant to perform similar duties. LISC will serve as the host agency for the coordinator. While this position is accountable to the R&R workgroup and the Steering Committee, LISC would employ the project coordinator. While Amanda regrets that she cannot be here due to a previous obligation, she is happy to answer any questions by e-mail.
